Amnesty International souhaite :
1. Apporter un soutien aux ONG qui travaillent sur la violence contre les femmes en Russie, en les félicitant de leur travail auprès et au nom des victimes et en saluant leur collaboration avec le gouvernement dans certaines régions.
2. Rappeler au gouvernement qu’il a la responsabilité de protéger les milliers de femmes qui risquent d’être victimes de la violence chaque année et qu’il doit agir avec la diligence requise pour empêcher de telles atteintes.
3. Demander au gouvernement fédéral de prendre des mesures nationales de grande ampleur contre la violence familiale, en développant sa coopération régionale avec les ONG d’ici à la Journée internationale pour l’élimination de la violence à l’égard des femmes, en novembre.
4. Exhorter le gouvernement fédéral à respecter son engagement de ratifier le Protocole facultatif à la Convention sur l’élimination de toutes les formes de discrimination à l’égard des femmes, en 2003.

You will, no doubt, be aware that Amnesty International has launched a very wide-ranging campaign on Russia to highlight women’s rights and domestic violence which kills some 14,000 women every year in Russia.

Dear Sir,
Informed by Amnesty International, we would like to take this opportunity of welcoming the Ministry of Internal Affairs’ initiative in setting up the Working Group on Violence Against Women and express the hope that your department will work on this issue in co-operation with those NGOs working in this field.
We would also like to commend the work carried out by some police departments at the local level in Moscow, Saratov, Barnaul, Kazan, Ekaterinburg and St. Petersburg, who are taking practical action to end violence against women, in co-operation with NGOs working in the field of women’s right.
In view of the Russian authorities’ submission in 1999 to the CEDAW that 14,000 Russian women die each year at the hands of their husbands or other relatives, we would like to urge the authorities to work with the Russian Association of Crisis Centres in order to implement the 2002 CEDAW recommendations to take « immediate and effective measures to provide training to all levels of law enforcement officers and judges as to the serious and criminal nature of domestic violence ».
The Russian Federation signed the Optional Protocol of May 8, 2001, which Amnesty International welcomes as an indication of its intention to be bound by its provisions. TheRussian Federation committed itself to abide by the UN Women’s Convention by ratifying it in January 1981. Amnesty International urges the Russian gouvernment to strengthen its commitment to ratify the Optional Protocol immediately, thus taking another step towards providing justice for women in the Russian Federation.
Finally, we would ask you, in conjunction with your NGO partners, to use the International Day of Elimination of Violence against Women on November 25, 2003 as an opportunity to announce your plans to obtain data and provide training to police and social services on the issue of domestic violence.
